Sure it can, but very few women can pull it off In my opinion. Usually women that can pull it off look much prettier in longer hair anyways. I think its more of a cultural thing as well. Hell I would dig a hot chick in some braids, Goldie locks style hair, pigtails, punked out hair do, whatever the current craving is. The person you should be asking is whoever you want to attract.
