I love short, choppy hair styles, like Victoria Beckham or Keira Knightly, but I don't think I have the bone structure to pull it off. When my hair is down, it looks more oval/heart-shaped (just below shoulder length, side part), but when it's up, my face looks much more round. I want a short, short hairstyle, much like the women mentioned above...

Any advice for short haircuts for me? I don't want "slightly above the shoulder" short; I want "rub some pomade and go crazy or slick down for work" short.

It all depends on just how short you want to go. I, too, have a round face, so i know the problem. I would so love to have a short cut like theirs, but i know better.

The rule of thumb with a round face is to never cut any shorter than the chin. When you take hair away from the face, it adds width. In our case, only makes our face look more round that it is. Along with that, with shorter cuts comes shorter layers that angle around the face, not only enhancing, but FRAMING the widest part of our round faces- the cheeks.

Your best bet is going to be to get an altered version of one of those styles, left slightly longer than your chin. If you truly want it, go for it. I've seen a lot of round faces that look adorable with a short cut, it's just a matter of how it looks specifically on you.

I have a heart shaped face and I have that cut (I have not updated my avatar). I love it. Try pinning your hair so that it looks short. Do this just to get a feel for how it will look.

have a long fringe at the front, side perhaps, and cut up the back short, so that it can be gelled, spiked or left flat

I think the style that Victoria Beckham is wearing now would be OK for you. I do think you should bring it just below your jaw line though. If you wear it A-Symmetrical like she does it should give you a pretty good illusion of being less round.

i suggest that u go to a cutting specialist and ask him/her for their professional opinion, if u have a heart shaped face a short layered hair cut will look great with ur face shape, if u're face is more round than heart shaped then consider getting a jawline cut with some layers not a drastic cut that u'll regret later on.
