I think that's probably just teasing the hair, clipping it at the back with bobby pins, then lots of hairspray.

Use big curlers, place them on top of your head (with your hair curled inwards of course). Then after you take them off use hairspray to make them stay in place.

It was most likely blown dry with a volumizing gel or mousse, teased underneath a bit and then it is held forward with a few bobby pins underneath. or a barrette in the back to get the poof. Pull all hair back in one section then gently nudge forward. Secure. Spray like heck.
